# RFP / Vendor Evaluation Scorecard

**Programme:** [Name] · **Date:** [YYYY-MM-DD] · **Evaluator(s):** [Names]

Score each vendor 0–5 per criterion (0 = does not meet, 5 = fully meets and
exceeds). This scorecard is deliberately weighted toward architecture
conformance and migration realism, not feature checklists — a vendor who
scores well here should be one your team can actually implement, not just
one you admired in the demo.

## Scoring Guidance

- **0–1:** Vendor cannot demonstrate this capability, or it requires
  significant custom build.
- **2–3:** Vendor meets the requirement with configuration or a documented
  workaround.
- **4:** Vendor meets the requirement out of the box.
- **5:** Vendor exceeds the requirement and it's a genuine differentiator.

## Red Flags

Record these even if you don't score them numerically — any one of them
should slow the decision down, regardless of the weighted total.

- [ ] Vendor cannot name a live reference customer at comparable subscriber scale
- [ ] Migration approach requires a hard cutover with no rollback path
- [ ] No committed roadmap beyond the current release
- [ ] Licensing model penalises the scale you're planning to grow into

## Recommendation

[Narrative: which vendor, why, and what conditions or risks the
recommendation carries. A scorecard without a written recommendation is
just a spreadsheet — the number picks a winner, the narrative is what
survives the governance forum.]
